The Delhi Development Authority (DDA) has made the details of vacant lands falling under its jurisdiction available to the public. The step has been taken to improve transparency and make land-related information accessible to the public. The information, now available in the circular section of DDA’s official website, has been compiled from the records maintained in the Vacant Land Management System (VLMS). It monitors and maintains the record of Vacant Land parcels belonging to the Department of Land Management, Horticulture, and Engineering. The details would be updated by DDA from time to time, which can modify, update, correct, or withdraw any information displayed on the portal without prior notice. However, as per DDA, the information has been provided only for the purpose of transparency and information. It should not be treated as a certified record for any judicial, administrative, or commercial purpose. The data has been publicised after the Supreme Court allowed special leave petitions and upheld land acquisition by the authority in more than 200 cases. As per section 24(2) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, any land acquisition proceeding under the previous 1894 Act would lapse if neither the authority has possessed the land, nor compensation has been paid to the landowner. This applies if a formal award was passed 5 years before the enforcement of the new act.The court ruled in favour of DDA, citing that both the criteria of acquisition and compensation need to be absent for the proceeding to lapse.
