Nearly 16.4% of the electorate in Haryana and 10.8% in Andhra Pradesh were excluded in draft voter rolls published for the two states Friday as part of phase 3 of special intensive revision (SIR).In Haryana, the total strength of electors in the draft roll was 83.6% of 2.1 crore at the start of SIR on May 14. Of those deleted in the enumeration phase, 3.7% (7.7 lakh) have been marked by booth-level officers as dead; 11.7% (24.1 lakh) as permanently shifted, absent or untraceable; and 1% (2 lakh) as enrolled at more than one place.

Genuine electors can still be added back in the electoral rolls during the claims and objections period, which will run from July 31 to Aug 30, by filling up Form 6, along with the prescribed declaration form.
