Tamil Nadu property registration goes online for first sale of plots, flats: What you need to know

NEW DELHI: Tamil Nadu government has made online, presence-less registration mandatory for the first sale of plots and flats in the state, with the State saying the move will improve transparency and reduce physical visits to sub-registrar offices. The initiative was launched on Monday and is part of the first phase of the Registration Department’s transition to the STAR 3.0 system, as per a report by PTI news agency.What has Tamil Nadu changed for property registration?For the first sale of plots in layouts and flats in apartments, registration will now have to be completed exclusively online. The new system means buyers, builders and developers will not have to physically visit a sub-registrar office for these registrations.How to register in the portal?Builders, developers and applicants will have to create login credentials on the Registration Department’s TNREGINET portal to submit their documents. Executants, claimants and witnesses will also have to provide their Aadhaar details along with complete biometric authentication.The new system is primarily designed to make the registration process presence-less, meaning the people involved in the registration will not have to visit the sub-registrar office for the process. Biometric authentication will be completed online through fingerprint or iris verification.Registering officers will have to process applications within 24 hours. They can either approve the application, return it for correction or reject it. If a document is returned for correction, the applicant will have 30 days to make the required changes and resubmit it.Developers will be able to:

  • login on the state registration department’s portal
  • Submit all the sale documents
  • Upload the Aadhaar details for executants (sellers), claimants (buyers), and witnesses
  • Complete the verification via biometric or iris scan
  • Upload the photographs
  • Complete the payment for registration and for stamp duty
  • Upload the completed document set
